Position: Energy Efficiency Consultant / ESCO Engineer
Department: Energy Efficiency & Sustainability
Reports to: Technical Director / General Manager
Location: Dubai, United Arab Emirates

Role Purpose

The Energy Efficiency Consultant will be responsible for conducting certified energy audits, designing and supervising retrofit projects, optimizing HVAC systems, integrating smart controls, and ensuring guaranteed savings performance. The role requires strong technical, regulatory, and financial expertise in line with ESCO and Dubai RSB/DEWA requirements to deliver cost-effective, sustainable, and compliant energy efficiency solutions.

Key Responsibilities

1. Certified Energy Audits

• Conduct ASHRAE Level I, II, and III energy audits for commercial, residential, and industrial clients.
• Perform detailed energy consumption analysis using meters, loggers, and simulation tools.
• Identify energy conservation measures (ECMs) and quantify potential savings.
• Prepare audit reports in compliance with RSB Dubai / DEWA ESCO guidelines.

2. Retrofit Project Design & Supervision

• Develop retrofit designs for lighting, HVAC, building envelope, and MEP systems.
• Evaluate technology options (LED, VRF, VFDs, chiller upgrades, high-efficiency pumps, etc.).
• Supervise contractors during retrofit implementation to ensure compliance with specifications.
• Coordinate with vendors, ESCOs, and suppliers for procurement of energy-efficient equipment.

3. HVAC Optimization & Smart Controls

• Conduct HVAC system performance diagnostics (chillers, AHUs, FCUs, VRFs).
• Design and implement controls optimization strategies (BMS, IoT sensors, AI-driven monitoring).
• Integrate smart building solutions for demand-side management and peak load reduction.
• Recommend low-cost and no-cost optimization measures for immediate impact.

4. Performance Monitoring & Savings Guarantees

• Implement Measurement & Verification (M&V) plans as per IPMVP protocols.
• Monitor post-retrofit performance using energy dashboards, SCADA, or BMS systems.
• Ensure energy savings are achieved and verified under ESCO performance contract models.
• Provide client training and awareness programs for sustained energy efficiency.

Required Qualifications & Certifications

Education:

• Bachelor’s degree in Mechanical / Electrical / Energy Engineering (Master’s preferred).

Mandatory Certifications (one or more):

• Certified Energy Manager (CEM) – AEE
• Certified Energy Auditor (CEA) – AEE
• DEWA / RSB Dubai Certified Energy Auditor or ESCO Engineer
• LEED AP / Estidama PQP / WELL AP (advantage)
• Measurement & Verification Professional (CMVP) (preferred for ESCO contracts)

Technical Skills:

• Proficiency in energy audit tools (e.g., eQuest, RETScreen, IES-VE, TRACE 700, Carrier HAP).
• Strong knowledge of HVAC design, thermodynamics, and system efficiency improvements.
• Hands-on experience with BMS, SCADA, IoT sensors, and smart building controls.
• Familiarity with ASHRAE, IPMVP, DEWA, and RSB Dubai ESCO guidelines.
• Knowledge of green building standards (LEED, WELL, Estidama).

Core Competencies:

• Analytical Thinking – Ability to diagnose inefficiencies and propose actionable ECMs.
• Regulatory Knowledge – Familiarity with RSB, DEWA, Dubai Municipality compliance.
• Financial Analysis – Ability to conduct ROI, payback, and life-cycle cost analysis.
• Project Management – Strong skills in planning, supervision, and stakeholder coordination.
• Communication Skills – Ability to prepare clear reports, proposals, and client presentations.
• Sustainability Mindset – Passion for reducing carbon footprint and aligning with Dubai Clean Energy Strategy 2050.

Experience:

• 5–10 years of relevant experience in energy audits, retrofits, or ESCO projects.
• Track record of delivering measurable savings through retrofit projects.
• UAE/GCC experience with DEWA/RSB-approved ESCO projects highly preferred.

Performance Indicators (KPIs)

• Accuracy and quality of energy audit reports.
• Number and value of successful retrofit projects delivered.
• Verified energy savings (%) against guaranteed targets.
• Timely completion of RSB/DEWA approvals.
• Client satisfaction and repeat business through ESCO model.
